Convincing the majority of an in-person business meeting at two Worldcons in a row that it should happen (and thus, that the regulars/old guard should lose their place as The People Who Make The Rules) - not impossible; a lot of people now want virtual meeting options - and
2. Coming up with some set of logistics for how that works, because a bare statement of "virtual meetings are allowed" will not pass on its own.
(Should they be on Zoom? Microsoft Teams? Should the rules be platform-agnostic and allow each Worldcon to choose "modern software of with an appropriate feature set for a WSFS business meeting?" Should it allow attending members only - or do you open it to the several thousand non-attending WSFS members? If so, do you expand the time allotted? Hey, do you need to hold it during Worldcon at all - and if not, when should it happen? ...and so on.)
Again, not impossible, but not having a coherent plan means it won't pass. There are people trying to brainstorm and sort out the details of how we'd actually like it to work and then how to write up rules for that.
