First and foremost, WE HAVE A BRAND NEW CATEGORY DEFINITION: "Best Game or Interactive Work"! This is a huge deal because the category definition is what actually gets voted on and "signed into law" and becomes what future Worldcons MUST do every year! We have put together an extensive FAQ to answer the most common concerns people raise, and now have a survey for you to fill out to help us compile feedback.
In addition, I wrote some twitter threads about games and how creating a new Hugo category works:

This is a less straightforward question than you might think! Even games that we wouldn't think of as speculative bend the rules of reality as a matter of course (e.g. by letting players survive what would normally be mortal or debilitating wounds), so how can we evaluate a game in terms of it being eligible for a Hugo?

➝ I got into my nostalgia feelings about Final Fantasy I! It took up a lot of my tweenage imagination, so going back to it was an exercise in what was actually in the game and what was the headcanons I built for myself when I was a kid. I promise that as a kid I had a lot fewer questions about how the world's economy worked though.
